My career began at the Naval Training Systems Center in 1970. Since then I have designed AI for spacecraft, restructured agencies of 24,000 people, analyzed 7,000+ operational tasks for the Department of Homeland Security, filed aerospace patents, and won a NASA SBIR. The common thread is disciplined systems thinking applied equally to organizations and machines.
I hold a Master of Science in Industrial Engineering and Management Science, a Bachelor of Science in the same discipline, and a Bachelor of Arts in Psychology — all from the University of Central Florida. That combination of engineering rigor and behavioral science underpins everything I do. I don't separate the organizational from the technical: the best solutions live exactly at that intersection.
TrailBlazer Technologies, LLC has been my primary consulting practice since 1989 — 37 years of continuous operation serving federal, defense, and commercial clients. Tensor Innovation Partners, my aerospace and AI firm, pursues the frontier: aerospike propulsion, neuromorphic computing for autonomous spacecraft, and AI-driven instructional design. Both practices reflect the same philosophy — understand the system completely before you change anything.
At Sikorsky Aircraft, I designed the cockpit task-workload analysis system for the Army's LHX (Light Helicopter Experimental) program — assessing crew workload across one- and two-crewmember configurations in Army mission profiles. The LHX is now produced at Lockheed Martin's Rotary and Mission Systems facility in Stratford, CT.
At Martin Marietta — now Lockheed Martin Space — I identified and resolved systemic quality deficiencies in the Sprint I and Sprint II missile programs, saving millions in field repairs, and served on the company's EEO committee. This work predates the Lockheed merger, but the mission and the people are the same.
The common thread running through most of my experience has been the need for my clients to do more with less. I always concentrate my skills and intuitive insight on each client's greatest technical and human challenges to tailor an effective solution using the most sensible, effective, and efficient approach.

Organizational effectiveness, human capital transformation, aerospace engineering, and AI systems. Led landmark DISA transformation (24,000 personnel, 300+ centers); DHS CBP (7,000+ tasks, $1B+ SBInet); DeCA career management (15+ years).
Led all DISA organizational effectiveness and career management initiatives at director level. Facilitated management simulations and strategic planning workshops. Assessed USDA Forest Service Law Enforcement organizational effectiveness under congressional mandate.
Designed Air Force Space Command Training Management System. Led audit of NASA astronaut and mission controller training (Rockwell Shuttle Operations). Designed and implemented satellite simulation for USAF space control training. Full member, NASA Quality Roundtable.
Designed the cockpit task-workload analysis system for the Sikorsky LHX program (now Lockheed RMS, Stratford CT). Developed RDAS — one of the first AI-assisted instructional design systems adopted across DoD. Principal Investigator: first military application of CMAC generative AI for pilot performance measurement. Contracts with Navy NTSC, NAVAIR, Air Force HRL, and Grumman.
Automated performance measurement and adaptive training systems for Navy NTSC, NAVAIR, and Air Force simulators. Program Manager: DYNASTES — Dynamic Naval Aviator Selection Testing and Evaluation System. Foundational multivariate statistical research still referenced in the field.
Quality engineering for Sprint I and Sprint II missile programs. Identified and resolved pervasive manufacturing deficiencies saving millions in field repairs. EEO committee member. Reviewed and approved testing hardware, software, and electronic documentation for guidance systems.
Human factors research at NTSC. Developed analog AI heart rate monitor and automated eye tracking system. Published peer-reviewed research. The beginning of a 50-year engagement with human performance measurement and systems design.
